A useful reference “Guidelines for Good Manufacturing Practice of Cosmetic Products (GMPC)” was published by the Council of Europe in 1995. Similar references are also available from United States Food and Drug Administration (FDA) and European Cosmetic Toiletry and Perfumery Association (Colipa).
